There is a constant flow of people out into the main hall or outside the building to make private and almost certainly personal phone calls.&lt;br&gt;&lt;br&gt;I don&#039;t necessarily blame management for the disparity between accounting for your time and The Man&#039;s.  It is simply easier for them to draw a relationship between you at your desk and your effort (if not results), than it is to trust that you will deliver if you are otherwise occupied.  And they also have people looking over their shoulders.</description>
